Chris is experienced in a wide variety of resource management and planning areas, and has been actively involved in resource consent applications and appeals. He advises on development projects, in particular infrastructure, commercial and residential development. He is familiar with all aspects of network utilities, including designations. Chris has also assisted clients with issues related to compulsory acquisition of land, and overseas investment.

Chris has made numerous appearances at Council hearings, in the Environment Court and the High Court in relation to resource consent applications and district plan provisions, and has been responsible for a series of references on district and regional plans throughout the country.
  

NOTABLE EXPERIENCE

  • Acting for The New Zealand Refining Company, trading as Refining NZ, on all environmental issues, including a new coastal dredging project

  • Acting for Todd Property to successfully negotiate a plan change and obtain a series of resource consents for a multi-stage residential development in Napier

  • Assisting Mansons TCLM Limited and the Ted Manson Foundation with submissions on the Proposed Auckland Unitary Plan, and aspects of a number of commercial and residential development projects

  • Assisting 2Degrees obtain resource consent for mobile telecommunications infrastructure and policy assistance with plan processes

  • Assisting the Environmental Protection Authority on several called-in applications of national signficance, including NZ King Salmon, Basin Bridge, and Ara Tūhono – Pūhoi to Wellsford

  • Acting for Asaleo Care (formerly SCA Hygiene), a multinational tissue product manufacturer through series of Environment Court appeals relating to geothermal extraction and reinjection in Kawerau

  • Assisting Progressive Enterprises obtain resource consent for a new mixed-use development in Auckland

  • Acting for Contact Energy on an environmental offset project in respect of the Hauauru ma Raki windfarm

  • Assisting Sanitarium Health & Wellbeing to obtain resource consents for the operation and development of its primary NZ manufacturing site in Auckland

  • Advising a range of clients on Overseas Investment Act and associated regulations, including preparing applications under that Act and responding to investigations by the Overseas Investment Office into transactions involving sensitive land

  • Successful High Court appearance on behalf of Trustpower defending judicial review challenge to grant of resource consents for a Central Otago wind farm

  • Assisting Pacific Steel Group (a division of Fletcher Steel Limited) obtain air discharge consent for continued operation of a significant steel manufacturing and recycling plant in Auckland 

  • Providing strategic legislative and policy advice to a territorial authority to assist with development of a growth management strategy and district plan review 

  • Advising landowners affected by Transpower's proposed North Island Grid Upgrade Project

  • Counsel for major multinational oil company in obtaining resource consent for a new-build service station including first instance hearing and appeal to the Environment Court

  • Preparing submissions to the Electricity Commission in respect of proposed infrastructure upgrades intended to improve security of electricity transmission 

  • Responsible for successful objection by National Amusements (operators of Showcase and Multiplex cinemas) against compulsory purchase order relating to acquisition of land for London 2012 Olympics

  • Advising Microsoft Corporation on planning aspects of redevelopment of business park in Thames Valley, Reading (UK)
